Commissioners discuss numerous county projects

Several motions were approved at the monthly meeting of the Bedford County Commissioners held on Thursday morning.

Among the top topics of discussion was a motion regarding an application for CDBG Entitlement project funding. In last month’s meeting of the Bedford County Planning Commission, a priority ranking was given to the Borough of Everett Area Municipal Authority’s (BEAMA) effort to replace aging water meters.

Upon the Planning Commission’s recommendation, the application will now either include the BEAMA proposal or that of Phase No. 8 of the Hyndman Borough Water Main Replacement plan. Each cost was listed the same at $210,198.

Results of an income survey will determine project approval. Stephanie Clevenstine, the county’s planning director, said that if the survey for the Everett project meets the CDBG guidelines, then it will be chosen. If it would be infavorable for funding qualification, then the Hyndman project would be given the go-ahead.

The motion, again dependent on the results of the income survey, was approved by Commissioners Deb Baughman and Alan Frederick, with Barry Dallara absent from the meeting.

Also approved was a motion to extend the time of a bid award for Hopewell Borough’s Water Treatment facility replacement. The time was moved from 60 to 120 days, which means that bids will be held until November 8, 2023.

Clevenstine said the request to extend time was made by Hopewell officials, after the borough rejected a PennVEST award due to higher bids than were anticipated.

“They’re re-applying to PennVEST, which should be awarded in October,” she added. “We’ll move forward with it after that takes place.”

Another item on the docket were elements related to the ongoing efforts to improve broadband capabilities in and around the county.

Motions were also carried to approve the addition of All Points Broadband and Comcast Cable Communications entering into agreements for capital project funds from the the Covid-19 ARPA PA Broadband Infrastructure Program.

Through the commissioners office, All Points and Comcast each presented their interest in the overall enhancement of local internet capability.

Baughman said that the addition of those internet carriers would be related to Phase No. 3 of the county’s broadband initiative, with millions in federal dollars approved earlier this summer to foot the bill.

“We have big providers interested in doing this,” Baughman said. “We hope we will be successful in getting these funds for Bedford County.”

Clevenstine noted that this additional application effort is at no cost to the county.

In other business, the commissioners approved:

— a motion for Liquid Fuels for East Providence Township in the amount of $1,304.25 to cover a bridge inspection

— a motion between the CIDNET Solutions Service Agreement and the Bedford County Correctional Facility

— a motion regarding the Preservation Agreements (Declaration of Covenants) between the state and the county, through the Pennsylvania Historical and Museum Commission for Snooks Covered Bridge, Jackson’s Mill Covered Bridge, and Hewitt Covered Bridge

— a motion on the submission of the 2023 Entitlement CDBG application on behalf of the Bedford Township Supervisors for a housing rehabilitation project to serve low to moderate income homeowners in Bedford Township, at the cost of $87,728

— a motion on the appointment of CDBG administrator Jeffrey Fellers as the Section 504 officer

— motions to act on service agreements between Bedford County Children and Youth Services with Incredible Years and Strengthening Families Programs; Justice Works Youth Care; Daniel J. Duvall, Counselor; Terry O’Hara, Ph.D. Licensed Psychologist; Jennifer O. (Co-Parenting Program — Females); Nulton Diagnostic & Treatment Center; Individual and Family Solutions — Rhonda J. Clark; Nadine Glass (Incredible Years and Strengthening Families Program Lead Facilitator); Cambria County Child Advocacy Center

— motion on the service agreement between Bedford County CYS and Bedford County Juvenile Probation Office for Independent Family Services

The next meeting for the Bedford County Commissioners and Salary Board is set for September 12 in Room 101 of the courthouse.
